Okay I am at a loss here, I have 5 or so mods I made stacked together and only the bottom 2 mods are loading their weapons to the vender I chosen , I placed the weapons directly into the vender not though clutter/chest so their appearance is not randomized.

Using Wrye Bash? That's the only way to get leveled lists from multiple mods to work together. Of course, once you have properly set the load order on the mods you have.
