Mod suggestion on a new land adventure

Well, I came up with a fantastic mod idea that I could not possibly achieve myself. I believe this mod is utterly achievable by one or two people who are talented at modding. If it is possible, I was hoping for it to have an option at the start when you make a new game, Either continue with normal fallout 3 or jump into the mod I hope that could come true. The game is set just two days after the bombs fell, somewhere in the Pacific ocean. You, before the bombs dropped was a Pilot in the U.S Air force on a Aircraft carrier. I will talk more on that next with the backstory I came up with:
*Backstory*
In the year 2077, just two days after the bombs dropped, you wake up on a beach with your co-pilot, Corporal Haynes, who is dead, next to the smoking wreckage of your plane. Yourself is a pilot, a Sergeant. Back in the U.S you lived in Springvale, just outside of D.C. You was married with two kids, but then, after the bombs dropped it was clear what the fate was of your family back home. Unknowing, they reserved space in Vault 101 and they were saved of the nuclear holocaust. *Little canny link between your families descendants and the ones you knew as the Lone Wanderer, try figure it out* You was based in Adams airforce base then posted onto the U.S.S Eclipse which was in Wake Island when the bombs struck. With a huge tsunami wave engulfing the island, your ship was washed away to an island unkown to you. You remember little of what happened just before the crash, only knowing that you were recording holotapes to send to your family whilst you was in the air. The Island is a big lush jungle, disorientating and full of dangers. You must try recover all of the holotapes and discover any sought of human life on the island.

*Quests*
As you saw, main quests are to recover the holotapes and piece together what happened just before the crash. They should be hidden in all soughts of places. The easiest one, is next to Corporal Hayne's corpse. Upon searching him is a 10mm pistol, 60 rounds and a knife. Also the village for the locals should be hidden to the player for the time being, i.e. further in. The player should be able to barter items recovered from fallen creatures for weapons, ammo, armour and meds.

*Land size?*
Not too huge, about the size of PL or maybe a little bit smaller would do. New vegetation would be required and that the water is slighty irradiated although the water is still a nice bluey colour. Yao Gaoi would be there along with deathclaws which escaped from the local abandeoned Enclave base. If its possible, wolves too

*What about the wasteland?*
I was hoping that when the player chooses to end the experience on the island, the story would be he settles there and after 200 years later (to fit in with the wasteland) his/hers son/daughter embarks on a journey to America with some other tribals and finds their way to D.C. The player will spawn in Springvale, outside the Players pre-war home.

Thats all, if anyone could do this or refine the idea that would be fantastic

I believe that you need to be a lieutenant or higher rank to be a pilot in the US Air Force and that the US Navy flies from air craft carriers. Other than that, your story reminds me of Crysis.

Thanks for the heads up on the rank requirment, I'm from the UK, no rank requirment there, and I've never played Crysis so no intentions to copy the storyline should be written off

The Enclave did not exist during this time period. How could an Enclave base exist while the US govt was still around? And the Enclave was a replacement for the US govt.

That said, "great" ideas are a dime a dozen . . .
