Mod that gives enemies appropriate gear?

I'm rather tired of seeing standard Bandits running around with Glass Armour while playing as my level one character (Yes, I am running OOO and the like) but it doesn't seem like such enemies should have mythic level gear. Are there any mods that make this seem less silly?

You're install of OOO must be messed up as you shouldn't have that with it (or even with vanilla for that matter).

Nothing seems to be wrong with FCOM, everything is checking out. I can only assume either the 'chance of stronger enemies' or 'crowded roads' has caused more enemies to have high end gear.

Crowded Roads for sure. That is why I do not use it. Was very easy to get some uber gear early. There might have been a version that toned it down though.

And if it's not Crowded Roads a load order would be helpful as it's just psychic guesswork w/o one.

Yup, Crowded Roads seemed to be the pest. I don't think they balanced what kind of NPCs spawned for what levels.
If I happen to see any other random bandits and outlaws with Daedric gear I'll be sure to make a note of it though..

Don't know what version you are using but http://www.tesnexus.com/downloads/file.php?id=20575 would seem to not have this problem.
