Make sure there's no other mod loading later overriding your changes to this cell.
For testing purposes always have your own mods somewhere close to the end of the load order.
Make also sure your game is properly patched to v1.2.0416, when you're using a v1.2 Construction Set.
Plugins created with a 1.2 CS will just be "ignored silently" by a pre-1.2 game. There will be no errors, warnings or whatever, the contents will just not appear.
