Modded game, door keys not working

Has anyone had this before? I have a key to a door in my inventory, but activating the door doesn't unlock or open it. I have a ton of mods installed so it could be anything. Just thought I'd see if anyone has had this problem before and know what it is before i try and track it down myself.

Unlocking the door from the console works fine. Adding the correct key made no difference. It's as if the activation event on the door doesn't fire. I don't even get the lockpicking mini game if I activate a locked door (with lockpicks in inventory), with or without the correct key.
I suspect something like Lock Overhaul, but I have used that previously without any undue effects, so it's either something else, or something conflicting with that in my current setup. Lock Overhaul is only active for smashing locks, normal lockpicking and spells are not enabled. I have tried activating the other sections of the mod, moving it to the end of the load order, deactivating ingame, and deselecting the esp, but none of that made any difference.
I was able to open the claw door in Bleak Falls Barrow without any problem, but I can't open any locked door in Riverwood. They open fine when they are unlocked.
Is there a way I can start a game and transport myself to somewhere near a locked door so that I can experiment with different mod combinations?
Mods have been sorted using LOOT, and I am using a bashed patch and the SkyRe ReProccer. Current setup has been used from the start of a new game without changes.
