Modding Enchantment Base Magnitude

According to the uesp (http://uesp.net/wiki/Skyrim:Enchanting_Effects) all the base enchantments of the game have a base magnitude which is used to determine the strength of your enchantments. I wanted to mod some of these values to make your custom enchantments equal with the enchantments you can get from the generic magic items in the game. While the fortify skill enchantments seem to be equal; the fortify health, magicka, stamina, and regens are low. I've been looking through the creation kit trying to find where to change the base magnitude but I can't seem to find them. Can anyone point me in the right direction? I've searched the 'magic effect' and the 'enchantment' forms.
