Modding perks

Coming from the Skyrim forum there is a question about how easy it is to mod perks. Make new ones or to just edit existing ones

Given that there is not even a shred of information on the inner-workings of exactly how perks will work in Skyrim and the precise technical details of how Bethesda has implemented them and how they are the same/different from Fallout 3 and NV, that's probably an impossible question to answer.

And for the fact that it should probably belong in the TES forums not in the Fallout forums.
And also we've no idea how Perks or Birthsigns will be implemented.

I came here to ask as it seemed logical to ask people with the experience of how they work in Fallout. They will probably work the same no?

It is a question that obviously can't be answered with 100% truth a but a shed of light of the possibilities would have been nice

It's most likely not gonna be the same unless they actually adds a similar system.
Which I hope they dont, since TES was fine before Oblivicrap.
