Mods changing the same NPC

Alright so this is a simplified exampe: I just made two seperate mods ... one changes the faction of an NPC and the other replaces the armor he is wearing.

In the game however only one of these show their change ... the one which loads last.

My question is that is there a way to make both mods work without manually re-making them together again?

My guess was that merging the mods together should work but a friend tried that and he says that still only one mod wins.

How about not merging, but instead just editing either one and changing things in correspondence to the other?

With the proper Bash tags, Wrye Bash will "merge" both changes without actually merging the mods.
Actually merging the mods with TES4Gecko would do the trick also.
