1) I am running Windows Vista 32 bit (lol i know 7 is better, i just had a small problem and procrastinating the transformation)
2) what the heck is OBSE
R u talking about the launcher where u decide which mods will be active ?
First off, since your are running Vista make sure you didn't install the game in its default directory (folder). Vista is very protective of that folder, and can play havoc with mod installs amongst other things. If you did let it install there, just uninstall, create a directory elsewhere .... something like C:\Games (or better yet D:\Games, E:\Games, etc.) .... and reinstall Oblivion there. As for patches, I assume you don't have GOTY edition? If you do have it, and install everything from disk (Oblivion, SI, KotN) then the game is already fully patched. Speaking of disks, do you have the DVD version or is it a download (Steam or D2D)?
OBSE (Oblivion Script Extender) is a utility that many mods require to function. Some of the best mods use it, so you'll want that. And while at it you might as well get
BOSS (Better Oblivion Sorting Sorting Software) and
OBMM (Oblivion Mod Manager). The combination of these two utilities (along with reading and heeding all mod documentation) will go far to insure that your mods run trouble free. (Don't worry about
Wrye Bash yet. You need a good working knowledge of the basics before tackling that.)
