I don't think console players realize how complex mods are and how drastically they can affect your game. PC players are always fighting to get mods working together on their PCs. So much so, that there are even special utilities you need to run in order to do it right. Once you understand all of these things, you can see why mods aren't supported on consoles.

One of the things I envy the most about PC gamers is the modds. Now I know that the consoles won't be able to MAKE mods, but I'd like to be able to transfer mods from my PC to my Xbox.

Consoles are just 'players'. Nothing is developed 'on' them. No user created content unless Sony and Microsoft agree. They have no reason to allow this and many reasons not to.

I was a console player for years. I spent that time dreaming of all the great mods the game could have, all the ways it could be fixed and improved until one day I got off my [censored] and built a pc. I installed oblivion then decided to go big or go home and downloaded the best mod I could find, it was FCOM. A week later my game was full of conflicting patches, meshes which didn't work and crashes everywhere. I threw the game in a corner and played something else.

Mods seem amazing at first but slowly you realise you're spending more time in BOSS, Wrye Bash and OBMM than in the actual game.

I'd just get a good PC. The cost of a decent gaming PC, minus the cost of a decent non-gaming PC, is less than the cost of a console, and the tech is better (mainly due to the fact that we're so deep into the console lifecycle right now). So you if were already going to get a decent non-gaming PC, you may as well front the $50 for a midrange graphics card. Mine was upper-midrange when I bought it -- I haven't upgraded for over two years now, and it still stomps the hell out of anything I play.

I'd also point out that unless you buy a lot of used games, you'll save since games usually start out around $10 less, and get cheaper over time instead of being locked into a fixed cost due to price fixing the ways of the console games market. Just wait for the Steam holiday sale and get more games than you can ever play for the cost of two or three new console games.

Mod for consoles is never going to happen.

First of all, Microsoft or Sony will most likely never allow it. Secondly, Most mods are poorly
optimized. Which means that consoles will suffer major frame rate drop. How about mod conflicts and
mod managers? You can't install such programs for consoles so it will be pain to run multiple mods at once.

If you want play modded Elder Scrolls like it was on console? Just plug your PC into TV and use controller.
