Mods not activating in game. HELP!

I need help with modding. I can't seem to get mods to work (exstistence 2.0,FWE Weapons pack,etc.) I am using FOMM to install them and I watched dansgaming for the walk through. I am using the fallout 3 unoffical patch and intel core bypass for it to run on windows 8 my load order is below.

The red highlighted text are the mods that don't work.

First off which Intel Video Card are you using. A good portion of them are not designed for true 3d games and your are putting your computer hardware at risk. Some of the newer Intel cards might be able to handle the load but still you are putting your computer hardware at risk.

Did you run Boss/Loot

Could be the FWE weapons pack is not compatible with Weapon mod kits or that mod is overriding the changes made from Weapon Mod kits.

Also some features of the Weapon Mod Kit does not work on FWE. Also some of the additional weapon mods might not work with WMK unless there is a version made to use that feature.

I ran LOOT and FO3Edit. I am pretty sure my computer can handle it because it can run TF2,Insurgency,Quake,and much more. As for overriding issues i don't need these mods but, if I only have one mod like CONELRAD or FWE weapons pack(along with FWE) it doesn't work and I can't add anymore mods it sorta stops me. My specs are
