Mods with .ini configurations

You know those mods that come with .ini configuration files for the mod? They hold declared variables that tell the mod to alter its usual process.

Example:
Set MyModSuperMarioKartMode to 1

It would be nice if I could make an .ini file, put in in the correct folder and input one of my declared variables, and a magic gnome from narnia attaches it to the .esp. Fantasy aside, what do I need to make a configurator-gagulator for my mod / what program?

I scripted ordinary wolves to trip the player, but now I'm thinking it would be better to give the user some control over the difficulty, the 'cheapness' of it.
