No, it is done like that in the old version. If a vampire feeds on another vampire of the same generation, they gain nothing but the powers of the other vampire's bloodline (if it was a different bloodline) but if the vampire fed on an earlier gen vampire, then it will go down a generation but not just by one as say.... If a generation 11 fed on a gen 4, then they go straight to gen 4.

Well an 11th generation kindred wouldn't be able to take on a 4th gen plus 11th gens are thin blooded and are closer to humans then rest of the kindred and are either killed by the stronger and older kindred or run out of citys by the camarilla.
