I just want them to NOT be leveled, whatever is put in there. That is so boring. I was never apprehensive about going through a dungeon or wandering into a new area in vanilla Oblivion. Not once. Those swinging blades in the Ayleid ruins were much more frightening than a monster that I knew would be my level. I much much much preferred Morrowind's way of doing things, where you had to work your way up to different areas, and of course it would be dumb at level 1 to go try to fight ash vampires!
I had some hope with Fallout, but it was still leveled, honestly. Sure there were some non leveled bits, but otherwise, meh.
So... zones. Different areas with differently leveled monsters. More variety. More high level stuff, as you know people are going to level higher than 20. More exotic beasties. Rats and wolves are all well and good, but what about wooly centipedes and walking fungal beasts, things that scream off in the distance and freak you out, things that materialize behind you when you pick up a gem like in Morrowind, stuff like that?
More variety in behavior. Not easy to do, I know, the more variables, the more complex the programming... but I like having varying movement speeds, monsters that charge you, and how about monsters that jump?
And fly... if we could bring back the levitate spell, and have beasties in the air, wouldn't that be cool?

I like the feel of a game when you know that specific areas are just
way too difficult for you to run through at lower levels. This would prevent lower levels from easily running through a tough area, grabbing an uber item, and teleporting out. I'd like to see some creature that can easily slay a character in the level 1-15 range. And then I'd like to see a dungeon populated with tons of these baddies. At least that way, when you finally clear it out, you can admire your handiwork.
And if there's no convenient fast travel (or should I say "walking simulation") then you can actually
feel vulnerable if you decide to walk off the beaten path, in a random direction.
