I wouldn't expect an official response, but I'm guessing that they intended to release more dlc, but the "powers that be" told them to move onto the next project, as releasing a full game would mean more money than releasing more dlc.
Given Bethesda's troubles getting the dlc to work on the PS3, I wouldn't be surprised if having to support that platform had anything to do with it, if to avoid more headaches.
