My character is level 16 (early days) and I've got 6 shouts. However , I can only use 3 after completing the greybeard trials. I want more dragons , for more shouts. I know pc overlords can increase the spawn rate, but us console peasants need Bethesda to increase the amount

Dragons are just a nuisance now for me.
