Drugs have been around since day one in all cultures but the term "drug" is fairly recent.
"The word drug apparently has it's origins from a French word meaning dry - as in dried herbs, first noted use is during the 1300s. Since then it's been used to describe poisons, narcotics and opiates and a variety of other herbs and naturally grown products as well as synthesized chemicals. . 'Drug store was named so in early 1800s America, where various dried opiates and narcotics and snake oil and both real and fake remedies were sold (rather like today).
Magic potions are all about drugs and their effect on people, with mushrooms and toadstools among the most widely used.
So more drugs in that way as in poisons and potions yes. But no to trying to fit it all in with today's drug culture of criminality and gangster pushers. Besides I'm sure it's impossible to kill all the bosses and save the world while stoned.
Haha I just remembered I modded a potion in Morrowind where after you drank it you were blinded by Disneyish, neon type colors and magic stars whizzing around you in a bubble without protection and unable to fight and the effect lasted about 3 minutes. but after that you become a powerhouse of a killer for 15 seconds before reverting back to the normal you. So you had to time the taking of the potion to use it successfully in a fight.
Maybe they should have one of the most compelling and additive drugs of all time -
