Lore is a pretty expansive subject, and people's definition of what it even is can vary quite a lot...

A couple mods that immediately spring to mind as "little" lore-based game enhancements are http://www.nexusmods.com/oblivion/mods/45591/ and http://www.nexusmods.com/oblivion/mods/31668/. These make those Cyrodiils seem more pious. Which in lore, they are. Bigger world overhauls like Unique Landscapes and Better Cities often have components that reflect lore well.

But the main thing for making you feel involved in the lore of the world is quest mods, since they give you an opportunity to actually feature in it. I recommend you just look at the quest mods on whatever site you normally use and try out those that seem to you to be "lore correct". Two quest mods I can think of that really strive to reflect TES lore are http://www.nexusmods.com/oblivion/mods/42490/ and http://www.nexusmods.com/oblivion/mods/40757/?. Whether they succeed in that aim I will leave to you to decide.

Just out of interest, what areas of TES lore interest you most? 3rd era history? Ancient history? Daedra? Culture and religion? Metaphysics and esoterica? Cuisine?

I'd definitely give http://www.gamesas.com/topic/1410023-relz-integration-the-stranded-light-a-true-rpg-quest-mod-experience/ a try. It kind of goes against Oblivion's butchering of Daedra lore, because in Oblivion you're supposed to be "at war with the forces of Oblivion".... when in actuality, you're really only being invaded by the forces Dagon's Deadlands, but alas I guess "Dagon invasion" doesn't sound as cool. Basically in Integration you meet Daedra that aren't officially aligned with any Daedric Prince at the time and their stuck on Mundus trying to find a way to survive in a world where everyone hates them and wants them dead. It also covers other lore elements like the multiple Khajiit races, Chim/Zero sum, uses obscure lore references in riddles you have to solve (don't worry, you can ask the characters in the mod for hints and explanations), and overall just makes for a richer and more well rounded experience that integrates seamlessly into the vanilla game. For instance the mod delves deeper into the relation between the empire, Shivering Isles, order corruption, other provinces, Dagons Deadlands, daedric princes, and how they all affect each other.

I'll second the Integration suggestion. There are some iffy things there, but some pretty awesome ones as well, like rebuilding a city that's mentioned in books. http://www.nexusmods.com/oblivion/mods/16316/? is also not too shabby for lore, though there's more too it than that, and it's more show rather than tell.

If anyone has any extra recommendations for Ayleids.. I'd be interested. I know Knights of the Nine Revelations does some, but I'd rather finding out more about them, rather than having to kill them.

Question: does it have silent people sometimes? Or it is all about reading books and figuring stuff out?

Ayleid Steps has a mix of reading material, quests, and silent NPCs. Also a lot of wandering around exploring things, and solving riddles. The largest chunk of the mod is its dungeons/finding said dungeons. The reading/quests/npcs are about even in terms of frequency.
