Invisibility. Each level increases the duration. Pretty straight forward. I know there are plenty of ways to turn invisible as it is. Potions, eating a certain raw ingredient, two daily powers and then there is the illusion spell.
The other is a bit more complex. It teleports you behind the target, you slit their throat then teleports you back to your original location. The three stages has to do with the number of people you kill. So at level three, if there is 3 people on your screen then you will teleport from one to the other, slitting each one's throat then end back where you started.
There are restrictions on the second one. The enemies must be able to have their throat slit. So people on beds, in chairs, etc. are immune to this shout. It will also not work on enemies that are immune to this particular finisher anyway. The targeted enemy must be within a certain range and the additional enemies must be both within that same range to you AND each other. However, you needn't be in stealth nor be undetected making it great for the other two combat types (fighters and mages) who can simply switch to a dagger (required in main hand), and use the whisper. The CD could then be as long as Storm Call for balance purposes.
Both of these would also be considered whispers.
Both of these, although geared toward stealth, are quite beneficial to the other two types as well.
