But first off. You'd need FEV, only FEV on the west coast is Mariposa, which is certainly going to be tapped out soon enough.
And I believe that either Shi or NCR has taken over that facility and it's resources, including the FEV.
Second, you're going to need top of the line scientists.
Again, Shi have them, NCR, not so much.
Third, a team of well trained mercenaries willing to risk their necks capturing alive deathclaws.
This might be a problem though, I hardly think many mercenaries wanna go "capture" deathclaws.
Forth, you need funding, for the scientists, their material, for the mercenaries etc.
Fifth, you need a goal. Do you think that the people who hold FEV wants to mutate deathclaws even further?
They don't know wether or not they're going to become even more dangerous or not, the only people who knew about it's effects were Vault 13 dwellers.
So, someone needs to have a goal and reason to why he wnat to mutate them with FEV, he then needs to present his case for people who can fund him, then he needs to hire scientists and mercenaries, after all that, he can create talking deathclaws.
Now, maybe it's just me, but I feel that this theory is really far-fetched and well... irrational...
Yes
it is possible to create talking deathclaws, but for what purpose?
Why would a certain group wanna do all of this when they're not even sure about the end-result?
And for all we know the Enclave might have used some other influences as well.
