how bought running into a room to find death claws sitting around a table playing poker. If you have a high enough speech/luck you can join them. If you join them in a hand you win, in which case a death claw flips the table and starts to attack you, saying you cheated. (that's right the smart death claws...)

A White Chryslus pulls up in front of you, two deranged men talk to you the one man warns you this is "Bat Country" if you kill them you can loot a massive amount of drugs from them if you let them leave you find a dead mutant bat behind them.

I stole the idea from Marvel. I'm surprised that The Hulk hasn't appeared in a Fallout game yet

A phantom glowing one, wearing old rotting cowboy clothes, riding a glowing radiated two headed brahmin.
It is only seen at night and constantly rides around the map, disappearing at intervals and reappearing.
the locals tell stories of such a phantom, but many who see, do not survive.......

:D They would be good, and are definitely "Random" Encounters.

Oh, I was thinking more like a SM wearing goggles and a US flag as a cape, who constantly "helps" a town with various ordeals (radroaches infestation, an oven catching fire etc.) and kinda breaks a lot of stuff in the process. He's convinced he can fly and that super strength is not one of his powers. :D

Scenario:

The PC is walking around the Wasteland then you see a few figures in the distance, there are 2 BoS soldiers in T-45d power armour crouched down in the position of a captive from Fallout 3, There are also 4 BoS solders in T-51b armour with Laser Rifles. One of the BoS in T51b Power Armour says that the BoS crouched down are traitors to the BoS and must be executed. And then the execution takes place.

1) bear traps. Lots of them, say 15 or 20, scattered around the area. Not much worth to be gained, just sometime random.

2) Same as 1, but with mines. You can of cause disarm the mind and take them.

3) A meteor strikes the ground close to you. If you walk over to it you find a rock.
Depending on a luck role it can be one of 3 different versions.
Bad - low chance: the rock is worthless, just a normal earth rock, the real meteor disintegrated on impact.
Average - high: the rock in an average meteor not that valuable, but can be sold as a “sky rock” a collector of some kind, or given to a tribal as a good luck charm.
Good - low: turn out the rock is a gemstone. Can be sold for quite a lot cash to a collector, or given to a tribal who will start a cult to the sky god with you as his prophet. If the later option is chosen you get to answer some question about the sky god to define the religion. After that you may run in to new followers in random encounter and based on you answers they may give you stuff. Having the question be about thing like the sky gods opinion in drugs, slavery, gambling, wealth, and violence, might be fun. (You can imagining some rather funny answers cant you :) )

I'd like a run in with a failed ghoul lounge singer. He asks you to listen to him sing a song. You can accept or decline. (No karma change.) If you accept he begins to sing. During his singing you can choose to put a bullet/golf club/fist/whatever through his head. Doing this nets you bad karma. Hearing him through nets you good karma. He'll ask if you like it which leads you to compliment him or make fun of him. Obvious good or bad choices.

I don't know, the idea of a washed up ghoul lounge singer entertains me.

Scenario - happens only if you complete the quest with the sniper, mentioned in the Game Informer article.

You're walking near Dinky, and off in the distance there is what looks like a smaller Dinosaur, sitting and staring up at it (maybe a Velociraptor [spelling?]). You can't tell exactly what it is until you get close. Once you're with a couple yards it will jump and turn around, yelling Rawr like a toddler, because he is...a toddler. In a Dinosaur suit. He says Dinky is his Daddy. If you didn't take the sniper as a follower you can talk to him about the kid too. Feel free to come up with some kind of funny dialogue for it because I have to go.

I am not talking about pre-placed traps that t are in the same location in every play throe. Just like you could encounter the exploiting ufo in FO3, no NPCs just a weapon and some ammo scattered over an area, only now it are some traps that are scattered around the area.

There was an exploiting UFO in F3? How come I've never seen or heard of it!!! Probably a mod <_<

There was one interesting random encounter where 5 mines would be placed in a cross shape where they usually aren't, and you can't disarm them until you leave the cell and come back.

Your wandering through the desert when you see five tribals dancing around a fire and singing, when you get closer you see a mini nuke suspended over the fire and the tribals are singing pop goes the weasel, if you just watch the nuke will go off when they finish the song and kill them, if you run up and take the nuke they will confront you and you get two dialogue options. In the first one you say "are you crazy youll get yourselves killed?" If you choose this they attack you. But for the second dialogue option you can say "The monkey is dead" and they say " Oh, okay" and sadly walk away.

Idea: How about you see an insane female ghoul hoker that thinks she's pretty, if you keep calling her "a bloody rotting dead beat zombie" she will bring out a whip and try to kill you once you kill her you get a hoker outfit and a whip. The outfit grants a large charisma bonus

Can't emphasize these enough. #1 Cthulhu from H.P. Lovecraft fiction and #2 Some kind of tank or vehicle that is rare to find but is useful to get around the wasteland. (Land vehicle, not a vertibird!)

A kind of mini quest random encounter...

Basically the random encounter is a friendly raider called "Jim" who has become a ghoul (he would have a few crippled limbs). When you talk to him he thanks you for not attacking him and explains how he was cast out by his gang of raiders and now must find his way to safety on his own.

Now, in a certain raider camp there's a note under one of the beds. The note is a love letter from Jim to one of the raiders in that camp, it would explain how much he loves her but can't stay in that camp any longer as he is afraid of what the other members of the gang might do to him or her if they find out about the relationship.

Now if you find this camp and letter before the random encounter (killing all the hostile raiders in the camp) then you will get the option to tell Jim that you found his letter. He will act surprised and assume that you are friends with that raiders, he will ask you how..."Alex" is (the raider he is in love with). You will then get the option to respond how you want.

"She's fine, doing very well actually" - (good karma, maybe Jim gives you something)
"She tried to kill me, I had to defend myself; I'm so sorry" - (Jim's distraught, says he has nothing to live for...and kills himself)
"I blew the [censored]'s brains out" - (Jim gets angry, very angry, he turns hostile; this gives you bad karma)
"I don't know, I haven't seen her" - (Nothing really happens, Jim gets really depressed and wonders off)

A lot of thought went into my story, don't make fun of it. :unsure:

While wandering around you come across a man surrounded by frag mines. He will tell you that he was left there by raiders who thought it was funny and then he will ask you to disarm the mines. If you manage to disarm them the man will give you directions to a secret stash of ammo or money or something.
