Doesn't morrowind fully utilize the dual core? I ask this because when I play NFS Most Wanted CPU usage regularly crosses 80% but with Morrowind, its almost straight line at 50%.

Is there a tool to make it utilize the remaining CPU power?

or is this normal?

I have intel Core 2 duo if you are wondering.
