(I realize the last one doesn't actually rhyme but... umm... it's just part of my ARTISTIC LIBERTY to use an eye rhyme like it! At some circles it's considered creative! And... stuff. :I)

what is the "know the most"?

Is that referring to being lost?

My best guess is Hlomar Wine-Sot. He's found to the west of town and since he follows you he could also be near. His name is a living pun i.e (whine/wine) plus hes whining about a witch. Hes a naked and in the middle of the road so he doesnt belong where he is. and hes lost what he knows the most which is his axe cloudcleaver.

I think this is wrong though since there is little to suggest hes very lost.

I've come back to this one several times, but I have to concede defeat. I can't for the life of me think what you're riddle could be in reference to.

Ah, I hadn't noticed I'd finally gotten some answers... No, not Hlormar nor Jim Stacey.

Moody422: "Know the most" actually refers to the word "lost" only. In other words, the one in questions claims to know most about "lost". The word's also a substantive in this context, and it doesn't tell you everything. The riddle doesn't mention who or what the lost entity is. Just think who or what could be "lost" in Morrowind.

Hmmh, guessing Hlormar kind of makes sense. Never thought about him though. :P "Residing in town to the west or near", though, doesn't mean that the one the riddle's referring to should be west from a town. It means the town (s)he's in lies west - or nearly west - in Vvardenfell. (Although, coincidentally, (s)he is in the "west or near" part of a town as well!)

As your guesses have implied so far, "though I think it’s no fun" is an empty phrase; the NPC in question doesn't have any mentions about his/her name.

One last thing I'm giving away now is "where I am, I don’t belong here" doesn't refer to the town itself, but the place where the NPC is standing.

Red Echo419: I think I should be thankful to build this kind of reputation with my ONLY riddle EVER! :D There are Antares and some other Archmagister here too, so, I guess you're mixing me with someone else.

...except that it's not! >: D Never even thought about him, although he fits perfectly. I'm afraid he kinda fits better than the correct answer, who does belong "there" after all, but isn't very high-ranked and seems to be more interested in some things "lost".

A house is involved in the answer, too, although not Telvanni, and the guy in question doesn't belong into one either.
