This will give it away, but here is some more help.

Under the eyes of Mehrunes Dagon, = Location is in a shrine to Mehrunes Dagon
We will be used in the name of Darkness. = Refers to the Dark Brotherhood
Kill her quick before we are gone, = The foe that carries the weapons will use them up if you don't kill her quickly
And the one whose Hands are Black may claim us. = Refers to the Black Hands Dagger quest.

These weapons are very rare, and can only be found in three places.

I think it's from the Morag Tong quest where you kill Vvardenfell's "Night Mother" of the Dark Brotherhood. Off the top of my head, was her name Severia Magius?

Manis Virmaulese. He only appears at the Ald'ruhn Mages Guild after the "Loot the Mages Guild" quest is activated. The "devil" in the riddle/question is the tanto the player is asked to steal by Aengoth the Jeweler.
