His name is Tarhiel, he carries the Scrolls of Icarian Flight, kinda ironic that he too flew to high, you can save his life by casting a large area effect Slowfall spell right before he splats, and as long as you don't travel down that part of the road he won't fall, your vicinity triggers the script.

I suppose you could say that by freeing more than 5 you get the "reward" of being told the secret password, but I suspect you are asking that after freeing more than 30 you receive three skill books - acrobatics, marksman and armorer.

When you are a vampire, and transform into a werewolf, you will have a werewolf body and the head of a vampire. The head is white, bald, and turned around backwards, so it looks like a white blob.

Since the answer hasn't been confirmed yet, I will go ahead and ask another question if that is okay.
