I don't think you can buy the spell anywhere.

But you can catch it from Dagoth Gares during the Main Quest, or the Veloth woman in the Arena.

hmm I can remember that once i had it in my spell list and almost fell of my chair, when I saw it.
I still not disovered where I got that spell from. It is not by a vendor, but some script, i?m quite sure...

You cannot buy or get the spell to use.

You get the spell in your active effects, apart from the main quest, from either Tanusea Veloth in Vivec Arena if you fight/kill her and loot the body (there is no cure for it) or fighting Senise Thindo when you go to get the Robe of the Drakes Pride, who has three "ash curse" spells, which can occasionally give you a spell that has an effect of corprus on self. This last spell is inactive and has no effect on your character.
