I know one- in Bloodmoon, there's a cave called Siobal, with a dark elf called Thormire who kills some slaves and holds a scroll which trains security. But I think that's the only place you can find it.
Edit:
gone back to my save file, the cave's called Sjobal.

The orders that you find do train security, but it is on paper, not a scroll.

Other guesses?

I am not seeing this answer and nobody seems to be answering. So I went to go look for the answer and Queen of Giant Rats seemed to get the answer right in my opinion, so I kept looking for the answer b/c I am curious in this item. The only result I got was Queen of Giant Rats's answer, so I don't know what answer your looking for.

I am not aware of a scroll that teaches a skill but there are two notes that teach security that are listed as scrolls in the cs.

One has been given, the other is in Fjell and called "A Bloody Note"

The scroll is The Song of Uncle Sweetshare in the Bloodmoon expansion, which teaches alchemy. It can be found on Uncle Sweetshare, on his apprentice M'nashi, and the bookseller in Thirsk.
