I think the sentence refers to the Heart of Lorkhan, as the book of dawn and dusk refers to things about the tribunal, the saints and servants.

Technically, there are 2 answers, though one is better than the other as an answer.

The mage in Addamasartus. I've forgotten his name, however.

The other is Snowy Granius, who you run into on the way to the Dwemer Puzzle Box. You could get even more technical and say Boss Crito, who guards the box itself. Granius can be avoided.

Both exactly what I was looking for. Melar Baram at Addamasartus, and Snowy Granius at the bridge to the Dwemer ruin.

Since both are technically correct, I leave the floor open to anyone.

Roughly where, if you are a level 25 character, would you expect to see an Ascended Sleeper swimming in the sea?

Would that be somewhere in the southern islands, by Vivec? One island has a Sixth House shrine where the Ordinators send you to get a saint's artifact.

There is one place where ash creatures spawn in the water - and at higher levels an Ascended Sleeper is one, and no it is not around Vivec.
