Morrowind-I Can't Advance To Wizard Rank (Spoilers)

OK so in Morrowind I have did every single mission for the quest givers, every single one besides Skink-in-Tree's-Shade that is. He keeps telling me to return when I advance to Wizard, however no body else will give me a mission as they say they have none left. I even did one mission for the Arch-Mage, I read you need a Wizard's Staff which I went and got from the Rogue Mage. My skills are as follows:

Destuction is at level 70

Enchant is at level 36

Alteration is at level 41

Illusion is at level 25

Alchemy is at leverl 48

My Inelligence is at level 84 and Willpower is at level 62, it says I need one skill at 70 and two a 25 which you as can see are well over those. My character level is 36 and about to head for the end-game boss, so what is keeping me from advancing to Wizard? I read you just need to ask about Advancement and learn you need a staff, but NO ONE will say anything other than "you aren't ready yet" is there something I'm missing? A quest giver not listed in the Wikis? I can wait until I beat the game and do the mission by the Arch-Mage, altho don't wanna do that one.

I just can't for the life of me figure out how to advanceas no one says anything different, no one will tell me what to do and Google searching offers no help. Is there just a hidden element I gotta do or is the Mages Guild just glitched? I have the GOTY version and playing on Xbox btw, any help would be grantful.

Just to be sure, your 70 Destruction is natural base level right? No fortifications?

I raised it to level 70 myself, and I don't see anything in magic whatsoever that would increase it. Also yesterday I needed to use a sell to get it's usge over ten, now everything has to be raised to a 100 before leveling up.

You can buy a fortifying spell in Mournhold.

Could you explain that a little more?

Did you talk to Edwinna about advancement? Does she have the advancement topic?

She didn't, I noticed my Destuction number was white but I looked and nothing whatsoever was increassing it, can a skill be affected yet never shows what is affecting it?

I was thinking of increasing my Alteration but it would've taken forever as had to use about 100 times per level, and had around 8 to go to make it 70. Trainers helped but reached the point of "can't raise this over Willpower's level" so I went and had a trainer raise my Alchemy to level 70. Costed me over 8000 probably or more but I was finally able to be named Wizard. However after doing the last 2 quests no one wouldn't tell me what me to, the Arch-Mage just upped and challange me to a duel as if I skipped a important option somewhere.

I like Morrowind, but Christ you swear it's glitched or just too crypted for any gamer to enjoy the first time around..

Are you using a leveling mod?

Morrowind can be tough the first time because there are so many options that are not well explained. As far as the duel, you probably talked to Edwinna about the arch-mage setting up the conflict. no worry, it's just an alternate ending.
