Morrowind, Cyrodill included in Skyrim.

Haven't seen anybody bring this to the forum yet, so here we go. In this link, a dedicated player explored, with noclip, the regions outside of Skyrim. http://ppsh-41.tumblr.com/post/13145143504/entire-tamriel-landmass-built-into-skyrim

What he found was a basic, but physical and in-game, representations of all the other provinces of the world, with access roads. Nobody knows what they're here for, at this point. The entirety of Morrowind, including Red Mountain and Solstheim, are there, along with the White Gold tower in Cyrodill.

Speculation is that the landmasses were included to assist with the scale of the gameworld, the 3D map, or possibly a farfetched DLC/a modders aid.

They're just there so that when you stand on the really high peaks at the borders, the terrain looks like it should. It's all distant land textures, and it may not even be solid in some places.

Oblivion also had the terrain maps for a lot of the neighbouring provinces.

Some people have decided that this means the DLC will add both provinces in. Ignoring the fact that it's an unrealistic and absurd prospect to expect an entire province as a DLC. It would take them as long to detail and build one of the Provinces into a DLC as the game itself took.

Yeah, all of this. The only likelihood of other provinces appearing is if modders make them. Which isn't to say it's impossible, several neared or reached completion in Oblivion; but I'd say it was highly unlikely that any of the provinces are released as DLC. If they are, I'll be glad to be proven wrong, however.

They probably put it there for the same reason that Emperor Constantine decided to put the Book of Revelation in the bible-- so that people would wonder why it was there and speculate on it for thousands of years.
