Morrowind FatigueDifficulty

Hey.
Started playing Morrowind a few days ago.
I have an 80 agility, 40 luck guy using short blades which are at 35 skill. I miss a lot and when I don't I do barely any damage. The problem however is that after I get the enemy down to only about half his hp, I'm out of fatigue, he knocks me to the ground and then I usually die. And in this case I'm talking about the guy that killed the tax collector guy.
Same goes for the mage inside that dungeon next to the starting city. His spells literally one shot me. Had to kite him arrow and kill him with darts.

Any suggestions?

Everything in Morrowind can and will kill you...if you aren't careful. Alchemy takes about an hour to max out. Then you can make simple potions that are not an exploit. These will restore your fatigue, give you strength to hit harder and restore your health as you fight.
