Morrowind Fishing Mod help.

Hi, I'm trying to create a mod for morrowind the elder scrolls 3 and I'm stuck with some of the scripting.
Basically my idea is to introduce fishing into the game wish i strongly believe would make the game complete.
However I've created a weapon which is thrown called a Fishing Net.

What I'm trying to do is so when the fishing net is thrown and hit's the water, there is a chance of a fish appearing in your inventory.
The problem is I don't know what scripting would create this. Does anyone have any ideas?
I also want the thrown weapon to not activate this fish appearing in inventory when it is thrown at land.

This is a big project I am working on which is also going to have a fishing guild and eventually a fishing skill in which you can level up but we'll get to that later.
