Morrowind Heads and Blender

So i wanted to play with adding new heads with proper animations this time,

Made all necessary morphs, set shape keys in action editor, exported the mesh, edited nifs properties in nifskope

and it was set up nearly identicaly like a vanilla head.

Now here's the thing

In game the head moves its mouth and blinks all the time, unlike normal heads that do these animations when they should,

tried everything and i ran out of ideas,
