So I'm messing around with the ini files in morrowind changing the sky and water colors and some others things but it doesn't seem to be doing anything the sky is the same color as before.am I missing something?.

You need a texture for the sky itself to look any different. The colors you can manipulate in the .INI affect the weather, as well as lighting.
