It's been 200 years since the eruption of the Red Mountain. Shouldn't that be more than enough for them to rebuild?

Did you not play the Dragonborn DLC? You can see Red Mountain still smoking in the background which implies it has had recent minor eruptions, even Neloth says that each time the volcano erupts it spews out heart stones which you can say are pretty recent too.
