Morrowind Sneak : III

Soo I mostly train sneak and it says I can't train anymore sneak and I only have 47 sneak or something. Is there somewhere I can train more sneak? Is there like master training sneak or something? I need training from NPCS

Sounds like your skill is capped by your agility level.

find a static NPC and activate the sneak to earn skill points until you get back from making a sandwich.
I know, that's pathetic but the MW sneak is almost
useless until you get it up to at least 30.
