Yes, it's common.
It happens with certain video cards.

I had been having this exact same problem. I downloaded that fix....but is there anything I need to do with it? I stuck it in my Morrowind Data Files folder, but when I go to "turn it on" by clicking the game logo and then "Data Files", it's not there to check mark.

There is no esp. It's just a simple Texture replacer.
Place the file in your Morrowind/Textures folder and it will work.


(it's unfortunate that the included ReadMe file does NOT tell you how to install this mod... but there is no esp needed for 99.9% of all Texture replacing mods... just place it in the Textures folder.)
