because they seem to have different functions but alot of my grassy areas in the game are still covered by a moss netting. Can you replace all that mossy ground cover with actual grass?

Suggest you look at the "http://testg.wikidot.com/oblivion:ff-flora" page of TESTG. Specifically, see if "http://www.nexusmods.com/oblivion/mods/45589/?" (by Betty) might not fit your need.

Please realize that grass imposes a hit on your FPS. If it's everywhere, especially in Hi-Rez, you may find movement a pain. Which is why they have "low poly" versions. You may want to consider "hand placing" some in your own mod instead of blanket texture replacement.
