I don't have one particular person who is the most annoying, rather I am annoyed by anyone that force-greets you. If I want to talk to someone I will do so, I do not need to have them shoved into my face just to draw attention to them.

The racist Imperials in Leyawiin, I can't remember any of their names (so long since I played) except from Countess Caro -- she needs to jump off a bridge, preferably off the Imperial City bridge so she can be eaten by slaughterfish.

Alessia Ottus is also a vile pig who even my good characters assassinate.

On one of my recent playthroughs, the Goblins east of Skingrad killed Alessia Ottus. I always feel a bit of trepidation when I see a dead NPC on the road, because it's sometimes someone I like, but as soon as I saw it was her, I just stripped her and kept walking.

This might be an unpopular pick, but to me, sincerely, the most annoying character in the game is probably Ursanne Loche. Months later, she's still moping around Bravil and if you get anywhere near her, she sighs and starts going on about her poor Aleron. I haven't killed her yet on a playthrough, though I've been tempted many times, but I do avoid her as much as possible, just because she's not only annoying, but depressingly annoying.

I'm not sure why people dog on the Adoring Fan. You tell him to go away and he goes away. Problem solved.

I'll second Mazoga. Surprised to not have seen Fargoth Glarthir mentioned yet, so I'll nominate him. There's also one dunmer whose name escapes me who, whenever you get close, warns "You take one step closer and I'll turn your bones to ash!" He irritates me, too.

To my understaanding, "Tom Tit" is slang for defecation somewhere in Europe. So basically, he was saying something along the lines "Well ain't you the king of crap mountain?"

For me, the most annoying person out there is a corrupt watch captain in Cheydinhal ( i don't remember his name ) who goes around the town repeating: "I don't know you, and i don't care to know you". I have hardly managed not to kill him until the end of the quest, but since he rots in jail, I'm satisfied :P
And also I find very annoying a rude orc in Chorrol ( don't remember his name either )...

Alval Uvani and Farwil Indarys. 'Nuff said about those two.
Also Janus Hasildor for the way he scolds the player during a certain quest, for thinking he would meet you in such a place. If you talk to him directly, even after you think something fishy is going on, he still insists on you talking to his steward and still has the audacity of scolding the player. How that part was scripted was quite ignorant, IMO.
