I made a poll a while back on what was the most annoying & worst enemy in a game published by Bethesda, so here is one for NPC.
Now I'm certain that I barely scratched the surface with the choices given in the poll so anymore suggestions would be great!

I want to KILL Heimskr. He's just so damn noisy and whiny. Thank god they lock his ass in the prison if you side with the imperials during the civil war quest line.
Looking at some of those names from Fallout 3 (MacReady, Miora Brown, Sticky) really makes me want to dig up my Fallout 3 disc and see how the modding community has progressed since.
