Definitely. Skyrim has the least intuitive "pick things up and move them" system yet. Oblivion, Fallout 3, and New Vegas were all touch-and-go in that area, but Skyrim totally dropped the ball. Each item has a default position that it "wants" to be in, and it doesn't always makes sense. Good luck setting the Masque of Clavicus Vile right-side up on a shelf - it wants to be set down sideways, and no amount of poking or prodding (i.e. rubbing it against the sides of other objects to make it shift position) will work. While these system svcked in past Beth games, you were at least able to change how an object moved around by picking it up by a specific "point" and letting the objects center of gravity do the rest. In Skyrim, objects do not have a center of gravity, but a "default" position in space that they will strive to fill, no matter what.
And yeah, if by some fluke of physics you manage to get an object standing the way you want it, it'll be on the floor when you return. This is why I watch what I place in my home - more often than not, I just let it lie.
