Maven and most of the Black-Briars (Ingun Black-Briar seems like she could care less about their status and seems to be the most stable of them, of course she talks about poisons and about how many thing can kill you but she is an alchemist so of course she would be interested in that crap because what if she opens an alchemy shop one day and her first customer is a guy tasked with clearing out bandit camps? Those facts about poisons would sure come in handy for that.) Maven because she acts like she owns everything in Riften.

Lets not forget guards and every other civilian for running in front of you as you are firing arrows at a dragon and Talos help you if one of the civilians is hit or even dies from an arrow because you will be fined for murder or even assault.

Irritating can mean more than just talking, try having a whole city run right in front of you while you are fighting a dragon

Sometimes I wonder why shooting arrows at a dragon gets you fined for murder when a civilian runs right into said arrow that was fired at the dragon.

Rule number one of fighting dragons is this:

Don't get in the way of the archer

at least that is what it should be but apparently the first rule of dragon slaying for the citizens of skyrim seems to be this:

1. run in front of the archer shooting at the dragon and get him fined for either murder or assault

Guards must really be dumb if they start attacking you for accidentally killing a civilian who decided it was ok to run in front of a dragon and an archer fighting said dragon.
