I would have to say Vivec or Manimarco in pure strength, but likely, the kings of the beast race lands are the most powerful politically. The Argonians can hold out for years if they try to seccede. All of the kings can totally screw the Empire over. Octao is only alive from the mercy of the other races. Summerset Isle attacks? They're all screwed.
