It's canon, both in my opinion and because Bethesda has the word-of-god when it comes to what is/isn't canon.

All of those happened in Fallout 3 and its DLC except for the last one.

they came from an easter egg from star trek though,

on the bottom floor of the sierra army depot there is a corpse of an alien that looks just like the mzdlc. it apparently died while using psycho and reading cat's paw as I recall since these are found lying next to it.

The Hypo is actually from a crashed Star Trek shuttle special encounter. Are the United Federation of Planets and the TARDIS part of the Fallout universe?

I voted probably. Why?

Bethesda has the ultimate say in what is and is not canon- however, it's been shown in the past that Bethesda doesn't make decisions in a vacuum; if anything they released is, without a doubt, elicts a negative player reaction, they'll make an attempt to correct it in the future. Thus, if Mothership Zeta proves to be widely unpopular with the fans, then Bethesda at a later date will make the effort to not mention aliens again, putting it in the Limbo of "is it canon?" Of course, this is if they decide not to come out and say it's not canon.

As for the TARDIS/Federation of Planets; tell me, can you point to a single peice of pop culture that has something called the Alien Blaster? Or something that looks exactly like it? Probably not; unlike the TARDIS/Federation of Planets, there's no real singe peice of pop culture that uses it, instead it's spread across seperate works of sci-fi dating to the pre-moon landing era when Outer Space was the big unknown (trust me, we now know far more about Space than we do the Earth's Oceans... More people have walked on the moon than dove to the deepest depths of the ocean.)

But we do know that the deep contains life. We still don't know for sure whether Space (other worlds) does or not.

I think it's logical to say that it would be highly improbable for there to be no life in the universe besides on earth.

When I was a very small child one of my earliest logical conclusions was that since there was a kid in my own home (myself) there must be children in the other houses I could see from my livingroom window. When I got a couple years older it turned out I had made a correct presumption.
