Hmm, try the Universal Refresh Key, F5, when you are at your desktop.

If that does not work, do a Ctrl Alt Del and pull up the Task Manager, see if something is still running after you leave the game.

Also, try this in the console, qqq This is the force hard quit and exits the game more completely if you have a mod causing hangs on exit.
