You could find an app, or try http://www.microsoft.com/enable/training/windowsvista/mousekeys.aspx (they probably apply to other versions), to set your keyboard up to control your mouse. Then in Oblivion, use those controls and the game will hopefully think you're mouse-looking.
It's not going to work great in-game though, however you do it. Either you'll turn so quickly that you can't see anything and have to move in weird circles to get exactly where you're going, or you'll turn so slowly that you're never facing your opponents in battle. If you just don't have a mouse, there are cheap ones; if you're just used to really old shooters, adapting will be worth it; and if you need to play one-handed, using your thumb on your laptop's touchpad is probably going to work better.
