For the assault scope, it increase speed when aim down sight. I know, it's quite annoying when I try to shoot enemies but my scope is too fast.

For the missing crosshairs I found it in both SP and MP. I just had to reopen the game to restore it. I found it in all the scopes: Reflex, Assault and sniper scopes.
