Mousekeyboard issues on Win8.1 Update. Help!

Hello, all...

I recently purchase F3:GOTY through steam. I'm running a fresh install of Windows 8.1 Update, 64-bit. The game starts to the menu, however, the mouse does not respond and the keyboard only partially responds. (I can use the arrow keys to get into a menu, but I cannot use the Escape key to back out to the main menu.)

The mouse pointer appears in the middle of the screen, however, the pointer doesn't respond to input. The mouse device is a Kensington Expert Mouse, one purchased specifically for windows 8.1 Update. By "doesn't respond to input," I mean the point stays right where it is, no matter how much I wiggle the trackball, scroll the wheel, or click the buttons.

I haven't yet tried to start a game...'cause, y'know, seems kind of silly if my input devices won't work. KWIM? :-}

I've read as many different "how to" guides, "fixes," and tweak guides as I can find, which means I've:

-- Made sure the game is installed to a folder outside of \program files (thus negating, I hope, any UAC issues).

-- Added the multi-core tweak lines and the [control] lines meant to disable mouse acceleration.

-- Tried setting the compatibility (and admin) settings of the program file and the launcher file properties.

-- Make certain that GWFL, DX9, and the .Net framework is installed by running the installers found in the program directory.

-- Verified that I'm running the latest drivers for my device available from Kensington.

-- Verified that I'm running the latest drivers available for my video card (NVidia GT 240).

At this point, I'm completely stumped. Does anyone have any ideas, preferably helpful ones? I'd really like to (re)play this game.

Are you able to play other games?

Are you only using the drivers for the mouse. The mouse might have a program running in the background that might be causing an issue.

I suggest doing a clean boot
