I think it's more of a reason to avoid fast travel....
In OB I could run past everything and avoid fighting, exploration, etc. because I ran about as fast across Cyrodiil as fast as a bullet train crosses from England to France. Hence why I just fast traveled, because they produce the same result, and I don't have to waste more of my real life's time to get to where I'm going. The point there is that if we're actually restricted to the speed of normal people, and we have to use horses to travel faster, then we have a better chance of actually enjoying the game, rather than running past it to get somewhere like we could in OB. I for one will greatly enjoy having to actually play the game when I decide not to fast travel. So now I can either play quickly to get stuff done during my limited schedule, and when I have time I can stop using fast travel and just travel realistically through the land of Skyrim.
Also, the world will seem bigger, and the combat will be nearly unavoidable. The only downside in this situation is that mounted combat isn't an option with my horse. I still love using them, but having that would have been a great bonus. It's not a big deal, though, because the point of riding a mount is that you can outrun enemies and avoid combat, thus making traveling by horse safer than on foot(which is just like real life, actually).
