I don't mean just randomly stumbling across a fully funtioning modern nation somewhere, rather a smallish group (I guess similar to the institute) that has dedicated themselves to solving their problems through R & D of new and inovative technologies. Or something along these lines. Maybe they, for some reason, have access to a pre-war database that gave them an advantage. Personally I would love to see something like this, given that 200 or so years after the war there must be some people out there somewhere that have finally gotten their [censored] together. Also I've only played F3 & NV so I'm not sure if something like this is already canon or not. Do correct me if I'm wrong. Feel free to add to / change the idea for it to fit into the fallout universe better if necessary. I don't really care whether something like this is in any future game or not, it's just something that I'd enjoy seeing.

Edit: I just thought that a group or faction in the capital wasteland may be able to do this in future, since they now have access to to the full catalogue from the arlington library, the information on the geck, salvaged information from the enclave and their scientists, etc. Seems like they have an awful lot of information available, coupled with an improving environment and society as a result of project purity. The main barrier holding anyone back would most likely be a lack of natural resources.
How would you guys feel about going back to the CW say 100 years after fallout 3 to see how it has changed?
